Short answer: in 2026 a WhatsApp AI agent for a small business costs between $49 and $490 per month in platform fees, plus whatever Meta charges for the messages you send, plus the time it takes to set up. The platform part is easy to pin down. The other two depend on how you use WhatsApp, which is why most "how much does it cost" pages stay vague.
What are the three cost layers of a WhatsApp AI agent?
Every WhatsApp AI agent has the same three cost lines:
The platform plan. The monthly fee for the inbox, the AI agent and the human seats. The predictable part.
Meta's WhatsApp fees. Meta charges for certain messages regardless of which platform you use, per message, by country and message type.
Setup and time. Connecting the number, writing the agent's instructions, loading your business information and testing. No-code yourself, or paid to a developer.
If a quote only shows you the first line, it is not the full cost.
How much does the platform plan cost?
HellouOne publishes its plans in USD on the pricing page, and the AI agent is included in every plan rather than sold as an add-on. The three plans most small and mid-sized teams land on:
Starter, $49/month. 1 human agent (the admin), 2,000 AI messages per month, WhatsApp plus web chat, one native AI agent with a visual editor and human handover. No setup fee.
Team, $190/month plus a one-time $100 setup. Up to 3 human agents, 5,000 AI messages per month, a custom AI agent trained on your own knowledge base, macros, automations and reports.
Growth, $490/month plus a one-time $200 setup. 6 human agents included, 25,000 AI messages per month, two AI agents, AI classifications (smart routing, lead qualification, sentiment), the WhatsApp Flows builder, Telegram and Messenger.
Above that sit Scale, Scale Plus and Enterprise. Notice that the AI quota grows faster than the price: human seats, not AI, are the usual reason to move up a tier.
What does Meta charge on top?
HellouOne passes Meta's fees through with a 0% markup, so the second cost line is exactly what Meta publishes. Since October 1, 2026 the rules are:
Template messages (the ones you send to start a conversation, or outside the 24-hour customer-service window) are priced per message, by country and by category: marketing, utility or authentication. Marketing is the most expensive category.
Free-form replies inside the 24-hour window (a customer writes, you or your AI agent answers) are free for the first 1,000 per phone number per month. After that, Meta bills them per message. Meta's page on non-template message pricing has the current rates.
The same marketing template costs a different amount in Mexico, Colombia and the United States. We keep those rates in WhatsApp Business API pricing in 2026, by country, so the examples below say "plus Meta's per-message fees for the templates you send" instead of a figure that changes by market.
How much does setup cost: no-code or a developer?
The third cost line is time, and it is where platforms differ most.
No-code setup. In HellouOne, LIA, the in-product assistant, walks you through connecting the number, picking a template for the AI agent (appointments, quotes, opening hours) and loading your business information. A solo founder can have an agent answering real customers the same afternoon; the cost is a few hours of your own time in the first week.
Developer setup. If the agent must talk to an internal system with no connector, or you prefer to build on the API, you pay development hours. We do not quote day rates because they vary by country and seniority; budget for the initial build plus every later adjustment. The API and SDK are documented at one.hellou.ai/docs.
Start no-code, and involve a developer only once the agent is live and you know which integration is missing.
What does it cost per month? Three worked examples
These use HellouOne's list prices and plain-language assumptions about Meta's fees.
A solo founder running a service business
One WhatsApp number, one person answering.
Plan: Starter, $49/month, no setup fee.
AI quota: 2,000 AI messages per month.
Meta fees: most conversations start with the customer, so replies fall inside the 24-hour window and, under 1,000 a month, cost nothing. Reminders sent as templates are extra.
Monthly total: $49 plus Meta's per-message fees for the templates you send.
A 3-person sales team following up leads
Three people on one number; the AI agent qualifies leads before handing them over.
Plan: Team, $190/month plus $100 setup once. First month $290, then $190.
AI quota: 5,000 AI messages per month for first replies, qualifying questions and routing.
Meta fees: sales teams send more templates, because they re-open conversations with leads who went quiet. Each follow-up is a utility or marketing template priced by country.
Monthly total: $190 plus Meta's per-message fees for the follow-up templates you send.
A 6-person support team on one number
Mostly inbound traffic: order status, returns, "where is my delivery".
Plan: Growth, $490/month plus $200 setup once. First month $690, then $490.
AI quota: 25,000 AI messages per month; the agent resolves a large share of tickets end to end and AI classifications route the rest.
Meta fees: the first 1,000 free-form replies a month are free; above that Meta bills per message, so expect a line that scales with ticket volume. Shipping notifications sent as utility templates are extra.
Monthly total: $490 plus Meta's per-message fees for notifications and for free-form replies above the first 1,000.
What drives the cost up, and what brings it down?
Things that push the bill up:
Templates, especially marketing ones. Every conversation you start costs money. A campaign to 10,000 contacts is a Meta cost before anyone replies.
Many phone numbers. Each number is its own line to verify, maintain and load with templates. One number per rep means duplicated campaigns and no shared history.
Human seats beyond the plan. Growth includes six agents; extra seats are $12 each. Count seats before the AI quota.
Things that bring it down:
An AI agent that resolves conversations inside the window. When the customer writes first and the agent answers completely, there is no template and, under 1,000 messages a month, no Meta fee at all. Those messages only count against your AI quota.
Utility over marketing. A shipping update sent as a utility template is cheaper than the same text sent as marketing.
One number for the whole team. One line, one set of templates, one history. The WhatsApp AI agent guide explains how routing and handover work on a shared number.
Is it worth it? The ROI of answering in minutes
The return side is harder to put a number on, and we will not invent a conversion percentage. What is well documented is speed. The Lead Response Management study by James Oldroyd found that the odds of contacting and qualifying a lead fall sharply when the first response moves from 5 minutes to 30 minutes.
That is the gap an AI agent closes: it replies in seconds, every time, and hands the qualified lead to a person. If your leads arrive on WhatsApp, the question is not whether $49 or $190 a month is expensive; it is how many leads went cold last month between the first message and the first reply. For support teams, every ticket the agent resolves end to end is one a person did not touch, and every reply inside the window is one Meta did not charge for.
How this works in HellouOne
HellouOne is a team inbox for WhatsApp with AI agents that answer first and hand over to your team. On cost specifically:
AI included in every plan. Starter, Team and Growth each come with the AI agent and a monthly AI message quota (2,000, 5,000 and 25,000). There is no separate "AI add-on" line.
0% markup on Meta. Template and per-message fees are passed through at cost.
7-day free trial, no card. You get 2 human agents, 2 inboxes and 100 conversations to test the agent on real customers. When the trial ends the account goes read-only: nothing is deleted, and it picks up where it left off when you choose a plan.
Campaign cost estimator. Before a campaign goes out, HellouOne shows what the send will cost in Meta fees, so the marketing-template line is never a surprise.
No-code setup with LIA. Number connection, agent templates and knowledge base are all guided. You keep your number, and the WhatsApp Business app can keep working alongside the inbox while your team migrates.
Where to start
Pick the plan by human seats, then check the AI quota against your monthly volume. Assume the Meta line is near zero for inbound-heavy businesses and real money for campaign-heavy ones. Then run the trial for a week with the agent on real customers and look at two numbers: how many conversations it closed alone, and how fast the first reply was. If those are good, the monthly cost is the easy part. Compare plans on the pricing page.
