What is a WhatsApp AI agent?
A WhatsApp AI agent is an assistant that reads incoming WhatsApp messages and writes replies on behalf of a business, around the clock, from the business's own number. It uses a large language model to understand what the customer actually means, so it can handle a question typed with typos, a one-word message or a request that mixes two topics at once.
What separates a useful AI agent from a generic AI chat is grounding. A business AI agent is given instructions (tone, what it may and may not promise), a knowledge base with your real prices, policies and services, and a set of tools it is allowed to use, such as a booking calendar or an order lookup. Without those three pieces it can only make small talk.
For a small business, the practical result is that the first reply no longer depends on who happens to be holding the phone. Customers get an answer at 11 pm on a Sunday, routine questions are resolved without a person, and the conversations that need judgment reach your team already summarized.
AI agent vs chatbot: what is the difference?
A traditional chatbot follows a script, while an AI agent works toward a goal. A rule-based chatbot shows a menu (press 1 for prices, 2 for hours) and matches keywords; when the customer writes something the script did not anticipate, it loops or gives up. An AI agent reads the whole message, decides what the customer needs and chooses how to respond.
The difference shows up in three places. First, knowledge: a chatbot only knows the answers someone typed into its decision tree, while an AI agent searches a knowledge base built from your documents and web pages. Second, tools: an AI agent can call an action, such as checking stock in Shopify or creating a Calendly booking, and use the result in its reply. Third, handoff: a well-built AI agent recognizes when it is out of its depth and transfers the conversation to a person instead of guessing.
Rule-based chatbots still have a place for very fixed flows, like confirming an appointment with a yes or no. For open questions from real customers, an AI agent with guardrails gives better answers and fewer dead ends.
- Rule-based chatbot: menus, keywords, fixed answers, no actions.
- AI agent: understands free text, answers from a knowledge base, uses tools.
- AI agent with handoff: knows its limits and brings in a human with context.
What can a WhatsApp AI agent do for a small business?
A WhatsApp AI agent can handle the repetitive half of customer conversations: answering questions, collecting details and completing simple tasks. The best first use is usually the questions your team answers ten times a day, such as prices, opening hours, delivery areas or how a service works.
Once those answers are reliable, the AI agent can start doing work. Connected to your tools, it can qualify a lead by asking your standard questions, offer open time slots and book them, tell a customer where their order is, or send a payment link when they are ready to buy. Each of these saves a person from copying information between WhatsApp and another app.
A good way to start is to export your last few weeks of WhatsApp questions, group them by topic and write down the correct answer for the ten most common. That list becomes the first version of your knowledge base, and it shows you which actions are worth connecting next.
- Answer questions from a knowledge base of your PDFs, web pages and text.
- Qualify leads with your own questions and tag them for sales.
- Book or reschedule appointments in Calendly, Cal.com or GoHighLevel.
- Check order status in Shopify or WooCommerce.
- Send payment links through Stripe or Mercado Pago.
- Hand the conversation to the right person or team with full history.
WhatsApp Business app vs WhatsApp Business API
To run an AI agent and a team on WhatsApp you need the WhatsApp Business API, not just the free WhatsApp Business app. The app is designed for one phone and one person, with a handful of linked devices. It has quick replies and labels, but no way to let an AI agent answer, assign chats between colleagues or connect other software.
The WhatsApp Business API (also called the WhatsApp Business Platform) is Meta's official channel for software. It lets a platform like HellouOne receive and send messages for your number, so an AI agent and several people can work the same conversations from a shared inbox. You keep your own phone number; the number is moved to the API rather than replaced.
The API has two rules worth knowing. Inside the 24-hour window after a customer writes to you, you can reply with free-form messages; since October 1, 2026 Meta bills those replies per message after the first 1,000 per phone number each month. To start a conversation, or to write after that window closes, you must use a message template that Meta has approved, priced by country and category (marketing, utility and authentication).
- Business app: free, one phone, manual replies, no integrations.
- Business API: shared inbox, AI agents, integrations, same number.
- Templates: required to start conversations; approved by Meta.
- Fees: charged by Meta, paid directly to Meta.
How to set up a WhatsApp AI agent without code
In HellouOne you set up a WhatsApp AI agent through a guided conversation, not a developer project. LIA, the in-app setup assistant, asks about your business and proposes each change (AI agents, inboxes, labels, templates); you approve it before anything is applied, and every proposal is kept in a change history.
Most of the time goes into steps 3 and 4: Meta's verification of your number, and gathering the documents your AI agent should learn from. The better your knowledge base, the better the answers.
- 1. Create your HellouOne account. The trial is 7 days, with no card.
- 2. Answer LIA's five questions about your business, such as what you sell and how you like to talk to customers.
- 3. Connect your WhatsApp number through the WhatsApp Business API, following the in-app steps.
- 4. Pick an AI agent template from the marketplace (for example Warm support or Formal sales) and add knowledge: PDFs, web pages or plain text.
- 5. Set handover areas (when the AI agent should step aside) and add your team to the inbox.
- 6. Test the AI agent in a real WhatsApp conversation, adjust its instructions, and go live.
How much does a WhatsApp AI agent cost?
A WhatsApp AI agent has two costs: the platform that runs it and Meta's WhatsApp fees. In HellouOne the platform starts at $49 per month on the Starter plan, which includes one human agent, one AI agent built from templates, WhatsApp and web chat, and 2,000 AI messages per month, with no setup fee.
An AI message is a reply written by the AI agent. Messages your customers send and replies typed by your team do not count against that allowance. Larger plans include more: 5,000 AI messages on Team ($190 per month, plus a $100 one-time setup fee), which adds a custom AI agent with your own knowledge base and human escalation, and 25,000 on Growth ($490 per month, plus a $200 setup fee).
Meta's WhatsApp fees, for template messages and for replies beyond the monthly free allowance, are paid directly to Meta, and HellouOne adds a 0% markup on them. That keeps the bill transparent: you can check Meta's published rates for your customers' countries and know exactly what each campaign will cost.
When should the AI agent hand off to a human?
The AI agent should hand off whenever a conversation needs judgment, authority or empathy that a script cannot give. Typical triggers are a complaint, a refund or discount request, a high-value lead ready to negotiate, a question not covered by the knowledge base, or a customer who simply asks for a person.
In HellouOne these rules are called handover areas. You describe in plain words when the AI agent should step aside and which team takes over; the conversation is then assigned according to your rules and the person sees the full history, so the customer never repeats themselves. Your team can leave private notes and @mention a colleague inside the conversation without the customer seeing it.
Visibility levels decide who sees what. An agent can be limited to their own conversations, or see their teams' conversations, unassigned ones, everything in their inboxes, or everything in the account. That lets a small business share one WhatsApp number without every person reading every chat.
