How does Meta charge for WhatsApp Business messages in 2026?
Since July 1, 2025, Meta charges for the WhatsApp Business API per message, and only when the message is delivered. A message that does not arrive is not charged. The price depends on the message category and the recipient's country, and it is paid in the currency of your messaging account. Every figure on this page comes from Meta's pricing page and its rate cards effective October 1, 2026.
Meta distinguishes five categories:
- Marketing: promotions, offers and news sent as templates. It is the most expensive category.
- Utility: notices about something the customer asked for or did, such as an order confirmation or a delivery notice.
- Authentication: one-time verification codes.
- Service: free-form replies, with no template, to a customer who wrote to you.
- Meta Business Agent: Meta's AI agent, charged separately at USD 2.00 per 1 million tokens. The calculator does not include it.
In every market on Meta's card, the authentication rate and the service rate equal the utility rate. That is why the table below has only two price columns.
What is the 24-hour window, and when are service messages charged?
When a customer messages or calls you on WhatsApp, a 24-hour service window opens. Inside it you can reply with free-form messages, with no template. Outside it, you can only write to the customer with an approved template, which is charged by its category.
Service messages are charged per message again since October 1, 2026. Meta includes 1,000 delivered service messages a month for each business phone number and charges from the 1,001st. In Colombia, a business that answers 1,500 messages a month on a single number pays for 500, at USD 0.0008 each: USD 0.40 in total. With two numbers, all 1,500 fit in the free allowance. That is why the calculator has a field for the number of lines.
Utility changed too: utility templates you send inside an open service window were free between July 1, 2025 and September 30, 2026, and are charged since October 1, 2026.
What is a free entry point?
When a customer reaches your WhatsApp from a click-to-WhatsApp ad or from a Facebook Page button, a free entry point opens. For up to 7 days, Meta does not charge the marketing, utility, authentication or service messages you send in that conversation. Meta Business Agent is still charged.
For the calculator this means one thing: if part of your conversations start in click-to-WhatsApp ads, those messages are not in your paid volumes. Subtract them before you calculate.
WhatsApp rates by country in Latin America, Spain and the United States
These are Meta's list rates, in US dollars per delivered message, effective October 1, 2026. Meta lists 47 markets on its rate card; countries that are not listed fall in the "Other" group. The calculator above has the full list.
| Country or market | Marketing | Utility, authentication and service |
|---|---|---|
| Colombia | USD 0.0125 | USD 0.0008 |
| Mexico | USD 0.0397 | USD 0.0085 |
| Peru | USD 0.0703 | USD 0.0300 |
| Chile | USD 0.0889 | USD 0.0200 |
| Argentina | USD 0.0618 | USD 0.0260 |
| Brazil | USD 0.0625 | USD 0.0068 |
| Rest of Latin America | USD 0.0740 | USD 0.0113 |
| Spain | USD 0.0707 | USD 0.0200 |
| North America (United States and Canada) | USD 0.0250 | USD 0.0034 |
The Rest of Latin America group includes Bolivia, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Nicaragua, Panama, Paraguay, Puerto Rico, Uruguay and Venezuela.
Meta also publishes its rates in Colombian pesos (COP) and Mexican pesos (MXN). Those figures are not a conversion: they are the values on Meta's cards in each currency. For example, on the COP card a marketing message in Colombia costs COP 46.0227 and a utility message COP 2.9455. In Meta, the currency is chosen when the messaging account is created and cannot be changed afterwards.

How can you lower your WhatsApp API cost?
With Meta's model, only a few decisions move the bill, and you can make them without changing your service.
- Reply inside the 24-hour window. A free-form reply is a service message, and the first 1,000 a month per number are not charged. Opening every conversation with a template is always charged.
- Review the category of your templates. In Colombia, a marketing message costs USD 0.0125 and a utility message USD 0.0008, more than 15 times less. Transactional content (confirmations, order notices) goes as utility and promotional content as marketing. Put each template in the category that describes its real content.
- Use click-to-WhatsApp ads. The free entry point gives you up to 7 days of conversation with no charge for marketing, utility, authentication and service messages.
- Send marketing to people who expect it. Every delivered message is charged and it is the most expensive category, so a well-segmented list does more for your bill than any other adjustment.
- Count your numbers. The free service allowance is 1,000 messages per business phone number, not per company.
- Check the rates every quarter. Meta only changes them at the start of a quarter and gives one month of notice.
- Look at the volume tiers. If you send a lot of utility or authentication messages, the rate per message can drop. The calculator does not model tiers, so check Meta's card for your currency at high volumes.
What changes if you use HellouOne for the WhatsApp API?
Meta's bill does not change: you pay Meta directly from your own account, and HellouOne adds no markup on top (0%). What HellouOne costs is the plan, which starts at USD 49 a month and is paid separately. So you can use this calculator to estimate the Meta part and add the plan to it.
On that same WhatsApp number, your team and HellouOne's AI agents answer from a shared inbox. If your business is in Colombia, also read the guide to the WhatsApp Business API in Colombia.
