Meta now charges for WhatsApp service messages: what changed on October 1, 2026, and what your business needs to check

Since October 1, 2026, Meta charges per WhatsApp service message after 1,000 free messages per number each month. What changed, what it costs by country, why you need a payment method in Meta, and why your HellouOne bill does not change.

Meta now charges for WhatsApp service messages: what changed on October 1, 2026, and what your business needs to check

On October 1, 2026, Meta changed how it bills WhatsApp messages. The change affects your WhatsApp Business account in Meta directly, not what you pay for HellouOne. But it can affect whether your customers receive your replies at all, which makes it worth understanding in detail. This post explains the change exactly as our help guide describes it: Meta WhatsApp billing change from October 1, 2026 (https://help.hellou.ai/hc/hellou/articles/cambio-facturacion-whatsapp-meta-octubre-2026).

What changed: service messages are no longer free

Until now, service messages had no cost. Service messages are the conversational replies your team or your AI agent sends inside an active conversation, within the 24 hour window, without using templates. Those are most of the day to day replies in a busy inbox: answering a question, confirming an order, following up on a case.

From October 1, Meta charges for them per message, with a free allowance built in:

  • Each WhatsApp Business number receives 1,000 free service messages per month.

  • Billing starts only from message 1,001, per number and per month.

  • The allowance resets every month and does not accumulate.

Templates, meaning marketing, utility and authentication messages, keep being charged as before. The new charge is only about the service replies that used to be free.

How much it costs

The rate depends on the country of the phone number of the person who receives the message, your end customer, not on where your business is registered. Per market, it is the same rate Meta applies to utility and authentication messages. The guide gives two approximate examples:

  • United States: about US$0.0034 per message from message 1,001. At 3,000 service messages a month, that is 1,000 free plus 2,000 charged, about US$6.80 a month.

  • Colombia: about US$0.0008 per message from message 1,001. At the same 3,000 messages a month, about US$1.60 a month.

If your customer base is spread across several countries, you do not have to do anything special: each message is billed according to the country of the number it was sent to. The figures are approximate; the official rate for each country is the one Meta publishes on its WhatsApp Business Platform pricing page.

For most accounts, in other words, the money is small. The real risk in this change is not the amount. It is the payment method.

The important part: an active payment method in Meta

Meta requires your WhatsApp Business account to have an active payment method. If it did not have one by September 30, 2026, Meta stops delivering the service messages that are now charged. In practice, your agent or your team could stop replying to your customers once the free allowance is exceeded: not because you are charged more without warning, but because Meta cuts delivery.

To check yours:

  1. Enter Meta Business Suite with a business administrator user.

  2. Open Billing and payments (Billing Hub).

  3. Select WhatsApp Business Accounts and choose your account.

  4. Confirm there is an active payment method. If there is none, choose Add payment method and register a card.

If your number was connected by our team and you do not know who administers the business in Meta, write to us and we will help you find them.

Does this change what you pay for HellouOne?

No. Hellou is a Meta Tech Partner: we charge you only for the platform, the conversation handling intelligence, the AI, the flows and the configured use case, and that fee does not change. What Meta charges for message volume is a direct charge to your WhatsApp Business account, separate from our invoice, and we add no margin to it.

That separation is worth keeping in mind when you review costs. Your HellouOne invoice stays as it was. Any new line you see for service messages appears in Meta, billed by Meta, at Meta rates.

How to know if it affects you

Count how many outgoing messages each number sends per month inside active conversations, counting agent and bot replies and not counting templates:

  • Less than 1,000 a month per number: you pay nothing, but you still need the payment method registered.

  • More than 1,000: multiply the excess by the rate for your customers country. For most accounts the impact is a few dollars a month.

So the checklist is short. Register a payment method in Meta for every WhatsApp Business account, even if you expect to stay under the free allowance. Estimate your monthly service messages per number so the first Meta charge is not a surprise. And if you have questions, write to us from the support chat inside HellouOne (your avatar menu, Contact support) and we will review it with you.
