Since October 1, 2026, the replies your team sends on WhatsApp inside the 24-hour customer service window are billed by Meta. Those free-form service messages had been free since November 2024, so for most businesses running support or sales on the WhatsApp Business Platform this is the first time the everyday back-and-forth with customers shows up on the invoice. The change is manageable, but it rewards teams that know their numbers. Here is what changed, what did not, and how to plan for it.
What changed on October 1
Service messages are charged per message. A service message is any free-form reply a business, an agent or a bot sends inside the 24-hour window that opens when a customer writes to you.
Each business phone number gets 1,000 free service messages per calendar month. Charges start after that allowance is used.
Utility templates sent inside an open service window, for example an order update sent as a reply, are also billed now. They had been free in that situation since 2025.
Replies generated by Meta's own Business Agent are billed separately, per token, under a model Meta introduced on August 1, 2026.
Businesses without a valid payment method on file risk having service message delivery paused, so the first thing to check is that billing is set up on your WhatsApp Business account.
What is still free
Not everything moved. Inbound messages from customers are not billed, so being written to costs nothing. Conversations that start from a Click-to-WhatsApp ad, or from a WhatsApp button on Facebook or Instagram, keep their free 72-hour entry-point window, which makes ad-driven conversations the cheapest ones you can have. And the free WhatsApp Business app for small businesses is unchanged; the new charges apply to the Business Platform, the API that tools like HellouOne connect to.
What this means for a support or sales team
The practical effect is that every reply now has a small price, and the number of replies per conversation becomes a cost driver. A support conversation that takes twelve short messages to resolve costs more than one that takes four. A sales conversation that goes back and forth for a day costs more than one where the first reply answers the question and asks for the booking. None of this changes how WhatsApp works for your customers. It changes how you want your team and your bots to behave.
For many businesses in Latin America, the 1,000 free messages per number per month will cover a quiet line and not a busy one. A number that handles 60 conversations a day with five replies each sends around 9,000 service messages a month, so most of that volume will be billed. The point is not to send fewer helpful messages; it is to send fewer unnecessary ones.
How to keep costs under control
Measure before you optimize. Know your service messages per number per month and your replies per conversation. If your platform shows Meta spend next to conversations, start there.
Resolve in fewer messages. Give agents canned answers that are complete, and train bots to answer the question and offer the next step in one message instead of asking three clarifying questions first.
Avoid one-word replies. Each of them is a billed message. Combine the acknowledgement and the answer.
Use the ad entry point when you are already running ads. A conversation that begins from a Click-to-WhatsApp ad gets a free 72-hour window, which is three times longer than the standard one.
Spread volume across numbers only if it makes sense operationally. Each number has its own 1,000 free messages, but more numbers also means more things to manage.
Watch utility templates inside the window. If a reply can be a plain message instead of a template, it is now the same price, so pick whichever is clearer for the customer.
